A Global Portal Administrator may move around portals within the portal hierarchy.

1. The Portal Administrator navigates to "Move Portal" interface under global portal management.
2. She selects the portal to be moved. (The toplevel portal may not be selected.)
3. She selects the new parent for the portal being moved.
4. She reviews the planned change.
5. She confirms the change.
